David W. Bowker is Chair of the International Litigation practice at WilmerHale. His previous roles included acting as the Attorney-Adviser for the Law of Armed Conflict in the Office of the Legal Adviser at the U.S. Department of State. He has extensive experience handling cases which involve parallel proceedings in multiple national jurisdictions, territorial disputes, human rights, armed conflict, hostage-taking, art and antiquities claims, cultural patrimony, national security, diplomacy, sanctions, and public policy. He is also Adjunct Professor of international law at the University of California at Berkeley School of Law and serves as Vice President of the American Society of International Law, and a member of the American Law Institute, the American Bar Association, and the International Bar Association.
